sounds like you could have more than 1 issue with your car, but I would start by cleaning your Idle Air Control Valve (IACV) and see if clears up your issue

DIY:
5sfe IAC Removal (lots of pictures)

On the camrys, a very common thing to happen is the Emission system gets clogged up with carbon and sticks valves open causing the car to idle rough.

heres a video of my 1992 camry XLE With a stuck IACV:

You don't want to completely rule out other causes such as an Arching plug wire, Fouled spark plug, etc.. But its very common for an IACV to stick, or an EGR To stick on these cars.

If your curious about the ignition system, the spark plug wires should have 25 kohm Resistance, and the spark plugs should be gapped at 0.043 in.

Well it depends on labor-rates. Some shops go by Flat Rate which means they go by what the Service book says as far as time it takes to do a job (Which a lot of times the book says more time or less time than it actually takes).

I would say it should take a competent shop about 60 minutes or less to remove / Clean / Re-install the IACV. I dont quite remember how much the Gaskets cost, but it shouldn't be more than $10.00 for parts.

I would say you could look to expect to pay around $70.00 - $100.00 for them to repair the IACV. Thats assuming that the shop is charging between $60.00 - $90.00 per hour.

Your best bet would be to go to a shop and tell them you want them to remove the Idle Air Control Valve and clean it and ask how much it would cost to do so.

You could try cleaning the throttle body and idle air control valve yourself while it's still on the car. It's pretty easy to do yourself with spray throttle body cleaner. Here's a DIY tutorial on cleaning it on the 4 cylinder 5SFE engine.
