Airbag code 14 diagnostic procedure

I have a 2000 Camry with a airbag code 14 on it. I have the factory manual and have been performing the diagnostic procedure. I have never had an airbag system before so I am not sure if I am doing the tests correctly. I will list what I did and if anyone can see something wrong please help.

pg DI-626 step 2 used wire and produced code 14


Removed driver airbag

Diconnected spiral cable.

Started procedure on page DI-645 for the code 14, open in D squib circuit.

Step 2: resistance between D+ and D- below 1 ohm. I assume that since the connector of the spiral cable was disconnected, one side jumps itself. This confirms that the spiral cable is OK.

Step 3: This connects the spiral cable to the airbag sensor side but leaves the squib side disconnected. Also, the D+ and D- are jumped together on the airbag side of the spiral cable. Cleared the DTC codes. Check DTC. The code 14 is back. The book says to replace the airbag sensor.

I assume that since the D+ and D- were jumped where the air bag would be, this simulates a good airbag. With the code 14 returning there is still an open circuit in the D squib. So the problem lies in a bad airbag sensor, or the wiring between the spiral wire and the airbag sensor. I cannot figure out how to reach the airbag sensor. I believe it is in the front center console but cannot figure out how to remove it. I have posted a separate thread for that. It's late and I will tackle it more tomorrow.

My thought was to check the continuity of the wiring harness from the spiral cable to the connector at the airbag sensor to confirm a bad air bag sensor and not the wires.
