3rd Generation '94 Trunk lid spoiler problem

Hello all,
Having a problem with the stock spoiler on my 94 Camry. The left side has broken loose and now bounces around when driving. Whatever was keeping it attached before looks like it has clearly rotted out. I tried using some loctite epoxy as a stopgap, that worked for all of 3 days before it broke loose again.

Besides being annoying I'm worried this is putting stress on the middle attachment points, I don't want those to break as well. So just looking for some opinions here on what to do.

#8 metal screw should hold it down but check the size of the hole from what left behind

looks to me someone gehtto rigged it. it requiers i believe, like he said, an #8 machine stud but it has to be pretty long, 2 inches or so with a flange nut.
