Could be.. Check it for voltage first, if it doesnt have voltage attach it to the body somewhere and see if your lights pop on. (Make sure the running lights are active when checking for voltage )
Hmmm. this is a Canadian answer, so yours may not work the same way but. My DRL's seem to run off the high beam lights, at a reduced voltage. You say you have checked the bulbs, but do your high beams work? If not the problem is defininitely in your running light relay/fuse, wiring system

What all is not working? The click you hear is a relay, most likely for your low-beams. Do your dash lights come on when you turn the switch? Tail lights? License plate lights? If not, it's most likely a bad switch or open circuit in the light control circuit.
If those all come on and it's just the running lights (side markers?) that stay off, check out that circuit first.
Good luck!
