3rd Generation HELP: 1993 V6 w/ Hydraulic Rad Fan

I just got an ES300 V6 5spd. It's not on the road yet so I haven't driven it much. It's got 260,000 kms.

But one thing I've noticed is that the fan spins all the time; but slowly. Is this normal?

Are there any common problems with the hydro fan system?

Thanks in advance.

How slowly? Mine was spinning slowly enough that I could stop it with my hand. I replaced the coolant sensor that controls the fan and now it spins significantly faster even when cold.
