3rd Generation 1995 Toyota Camry No Spark Condition

So I have a friend who has a 1995 Toyota Camry 4cylinder federal spec car. The car was idling in his parking space one day and stalled out on him, and would not restart. He found out there was no spark in the car.

The other day i ventured over there to help him knuckle down and figure the problem out, and I myself am now somewhat stumped on what the problem could be, but im leaning towards a failed ecu

whats been done...
-plug wires
-distrbutor cap
-rotor
-distrbutor
-igniter
-coil

i verified the timing belt is in order by cranking the motor over with the cap off so thats not the problem

the spark has been checked by putting a piece of metal into the plug wires, and touching that to an engine ground, and then after that actually pulling a plug out and attempting that, to see if it would also fire, to no avail.\

I have been using a 1994 camry service manual to run threw the diag and check the values, and where im at in the diag is pointing to a failed ecu. They send you to a section that is related to the igniter connector.

the ecu in the car currently, says its a reman toyota ecu, so i assume the ecu has gone bad before, witch makes me lean toward it any more

im kind of stumped, ive checked voltages with the key on at the igniter connector, and there is two wires that are white with a red tracer. the thicker one i have battery voltage, and the thinner one i have nothing at all.

i wanted some input from those more versed in toyotas here, to see if im a complete idiot or not. thanks for the help

Have you attempted to get trouble codes by jumping TE1, E1 and counting blinks of MIL light with ignition on? Have you verified that the MIL light is functional?

I would attempt to get a MIL code. If you get constant blinks or a code then the ECU is probably Ok, if you get nothing then you'll need to determine if the ECU relay is getting battery voltage to the ECU. For that you'll need to get to the ECU wiring harness behind the dash to test for voltage and proper ground. Get back after trying to get a code.
