1992 Toyota Camry
Recently my transmission does not shift into the last gear until it is driven and fully warmed up. what could be the problem?

If this is auto tranny and fluid checks out, normal. The tranny won't shift into OD/4th until it reaches a set temperature.

Yes and recently there is no power in the lower gears until it is warmed up.
