USA 1998 Camry no-start. has fuel, spark & compression.

I have a 1998 Camry 2.2 L4 with 128,000 miles. I purchased the car in non-working order with a bad head gasket. I replaced the head gasket and put the car back together but I can't get it started. I have compression, between 155-165 in all cylinders, i have spark, and I have fuel. The valve timing is right, I checked several times, and I verified the spark timing with a timing light. I smell a bit of gas so I think it could be flooding. Any tips on what I could be missing is appreciated. Thanks

try this and report it back.

press the gas pedal all the way down, this allow the car go in the flood mode. when you have the gas pedal all the way down and hold while you crank the car. it might be hard to start at first, but keep doing several times.. report it back if that work or not.
