It's meant to say Scepter, which is the Japanese version of the Camry.
A member of these forums in New Zealand who goes by the username of '2win2rbo' found one of those exact same front lip spoilers at our local junkyard a little while ago. Apparently it came as part of the Touring Package. Very hard to come by these days.

lol the phonetic spelling/translation is kinda funny. scepter front lip spoiler, septa forunto rippu su-poira. i can only read that in the voice of the chairman from kitchen stadium on iron chef(or the futurama parody even better)
