Fuel Door Won't Open

1993 Camry

I went to get an e-check yesterday (environmental check) and my fuel door won't open

1) first time this has happened
2) cable is attached and moving at both ends

I have been looking for a diagram to compare to the latch end (at fuel door) so I can try to compare to see if anything is missing or broken.

Has anyone have experience with this? Anyone know where I can get a clear diagram of the assembly? I only have a few hours before plates expire, so any assistance is appreciated.

Dang fuel door. Thank you TrailDust. I had to go to the bottom of the first page to see that I could replace the spring and how to, but that was exactly the tread I needed.
