lamps flash after starting car

On my 94 Camry, only when I start the car when the battery is low (harder to start [weaker]) the parking lamps/dash lamps flash on/off once after starting the car, or if I can't get it started because the battery is low they still flash on/off once.[When they flash I can hear a quiet " click" inside the car.] But when the battery is charged more fully and it is easier to start the engine, the lights don't flash.
Does anyone know why the lights flash once when trying to start the engine with a low/weak battery. Is the remote starter or alarm system causing this?

I am not aware of any alarm systems installed but I do know I have a remote starter installed which I do not use (need to get remote for it).

Hmm. I'd assume it's just the battery making the car spaz out. On my '96 the headlights would shut off during starts when the battery was low. If it was charged, it was fine.
