Help...Unable to start car..blew fuse?

Hey guys I need help. I have a Toyota Camry 1996 XLE V6 and when I plugged a device into the cigarette lighter (which didn't work) and now my car won't start. None of the electronics work. When I turn the keys, I do hear a ticking sound. Did I blew a fuse? What do I do?

Check the voltage on the battery, Pull the coin tray and change out your blown fuses.

stupid me! turns out i left my headlights on and battery went dead. i was able to jump the car and it's alive and working. thanks!
