Timing belt poor tension when rotated backwards

I left the bottom tensioner unadjusted, just left it the way it was. Put the new timing belt on, rotated the crank pulley to 0 degrees (matched notch to plastic cover), and reset the camshafts (Dot to dot) and matched the little U groove on the cylinder to the hole in the camshaft pulley...

Question: When I rotate the engine assembly by hand (wrench on crankbolt) forward (pulley rotating clockwise) , with the tensioner properly adjusted, there is no slack at all. When I rotate it in reverse (pulley rotating counterclockwise), the belt gains massive amounts of slack and begins to jump teeth.

Is this normal?!

just don't rotate it backwards, as engine in real life never does that

if after aligning you have marks set right (upper tensioner tightened to specs initially in loose position), loosen the tensioner by 1/2 turn on bolt from its torqued down position and rotate the crank almost 2 times, tighten the tensioner to specs when crank points to around 45 BTDC.

set it to zero and rotate 2 more full turns to see if alignment marks are correct and you are done.
