2001 camry crazy key and keyless fob issue

Hello,
This is my first post. I am posting because this key issue is just baffling me. I bought a 2001 camry le v6 (made in japan) and it came with only a plain old metal key with NO CHIP. I bought a fob on ebay (lock unlock and panic button on the back, Toyota remote) and tried to program it with the flowing instructions (at end of post) but COULD NOT ENTER PROGRAMING MODE. I tried the process many times with different timings and such, but still no dice. I do have the original window sticker and it says "keyless entry" on it so I am assuming its the factory installed version. Am i right to assume this? There is also a blinking red alarm led on the dashboard that blinks after I lock the car with the key.

I am very uncertain as to why I do not have a transponder key. I searched the internet and it seems like all 2001 camrys come with a transponder key. Is this right?
Thanks!

2001 Camry Keyless Remote Programming

a. No key in ignition
b. Driver's door unlocked
c. All other doors locked
d. Driver's door open
2. Insert key into ignition and remove
3. Press lock, pause, unlock (2 second total cycle) 5 times
4. Close, then open driver's door
5. Repeat lock, pause, unlock cycle 5 additional times
6. Insert key into ignition and turn from lock to "on" two
times (pause in
each location 1 second). (note: "ON" not accessory position)
7. Remove key from ignition
Locks should cycle twice. If not, start over.
8. Press lock and unlock buttons on transmitter
simultaneously for 1-2
seconds then release
9. Press lock and unlock buttons on transmitter again
simultaneously
for 1-2 seconds then release
10.Press lock alone for 1 second, then release
Locks should cycle once
11. Close Driver's door to exit program mode.
If you want to program more than one remote, repeat steps 8 - 10 with the second remote before finishing with #11.

Do you have the correct remote? And if it starts with the plain key, you don't have a transponder.

I believe I have the right remote. I dont think it matters at this point because I should be able to get the car into programing mode without any remote (where the locks auto lock and unlock to signal that programing mode is entered )

Just curious, why wouldnt my car have come with a transponder key? I think its kinda crazy that they would use two different key systems for the same year car, and/or not include the transponder key with the factory keyless entry.
