2001 Toyota Camry 2.2L Power Door Lock Problem

Just purchased a 2001 Camry CE and currently having issues with the power locks.

Symptom:
- With key on driver side, single turn unlocks driver door. Double turn unlocks all doors EXCEPT the passenger side i.e. unlocks driver & 2 rear doors.
- With key on passenger side, single turn unlocks all doors EXCEPT driver side i.e. unlocks passenger & 2 rear doors.
- With power lock on driver & passenger side, only both rear doors are locked and unlocked. Driver & passenger side not responsive. A clicking sound can be heard in the fuse box underneath the steering wheel.
- Power windows working fine for all doors and can all be controlled from driver side.
Will greatly appreciate any insight/feedback regarding this issue.

Replace the door actuator for both the passenger and driver door. I have the same problem.
