Converting 2000 Camry LE to HID, simple enough?

so I have a 2000 Camry LE and I'd like some more light from the headlights.

I was thinking of picking up a pair of

PIAA 19615 HB3-9005 Style Xtreme White Plus 60=120-Watt Bulbs

it's my understanding, however, that I need a kit to install these? why is that? if I do, what would y'all recommend?

are those 9005 low beam bulbs pretty decent?

if ur car's lowbeams are hb3, then i dont see why you would need a kit

piaas are what i use for halogens. they're overpriced but pretty good
