Proper Paint Job-Advice

So I bought this car at the end of last December, and after a rough winter I noticed that my paint practically started peeling off my bumpers. I'm assuming this was a crappy cover-up paint job for a quick sell. The look of it is driving my absolutely nuts, and hoping for some advice to fix up the scratches without breaking the bank (first year med student=poor)

I was thinking about sanding down the areas, using touch up, then get the entire car detailed and buffed up...but I figure I might run into the same problem next winter. Here are some pictures. Thanks!

Leave all the plastic alone. It will not be worth spending money on at the moment.

Get a sanding pen and remove the rust and fill with touch up paint.

id buy a replacement bumper off ebay and have them paint match it for you. its pretty easy to install.

If you are willing to invest in some elbow grease, you can fix it yourself.

I repainted my wife's Camry rear bumper about 6 years ago. I bought the paint from here.
