Rear rotor will not go back on (star wheel adjusted)

Vehicle has rear disc with parking brake shoes.

Replaced parking shoes with new -verified parking cable, star adjuster, etc.

Replaced with new rotor.

Adjusted star wheel to minimum circumference of parking shoe brake.

Rear rotor inside diameter just barely sits on edge of parking brake shoe - the rotor will not mount on to wheel lugs - clearance is too tight with new parking brake shoes. In other words the rear rotor is caught on the brake shoes.

What can I do ?

Atleast you didn't try taking your rotor off with your e-brake on like I did once.

Thanks for all the suggestions.

The issue seems to be clearance with new brake shoes and new rotors --there is no room even with parking cable detached and shoes at full retraction (minimum diameter) using star wheel adjuster -- for the rotor to fit over them.

Double checked the cable, brake hardware, and the centering of the brake shoes.

Short term, I removed the parking brake shoes (and associated hold down springs) to get the rotor on.

As a last resort machine the inside drum of the rotor 0.5-1 mm to get them to clear --or sand down the new brake shoes to take off some friction material.

Any other ideas or hints ?

omg, now i just remembered a few weeks ago, i was trying to replace rotors on my solara v6, did the front, then when i was trying to remove the rear, i remove all bolts, and the rear disc rotor was actually loose, but i couldn't pull it out, so i just put everything back. my solara is a stick shift, it is my habit to pull the hand brake while parked, i don't remember i ever release the emergency brake, silly me

Just confirmed it's the centering of the brake shoe.

I used Raybestos brake shoes - although they look identical to the Toyota ones - there may be minute differences that make them sit different.
