99 Camry P0446

I know the dreaded code, replaced the cannister VSV. Front VSV seems to be working fine. Code came on right away. Car smoke tested and nothing found. What is the proper way to test the cannister?

Hello Andy
I'm having problems with my Daughter's Camry as well. If your willing maybe we can share some info and sort out our problems. I have found possible issue with the Canister on my Daughter's car but I have on way of verifying that this is an actual problem.
I have also found a few pages for basic testing of the canister, PM me and I'll send you what I've got.

I believe I have tracked down the culprit with my canister problem. Being I don't have access to another unit to compare it to I was wondering if someone could verify that this system functions in the manner I would expect it to.
On this model of canister it has two Vacuum operated valves. Valve #1 has one diaphragm. Valve #2 has two diaphragms, a bottom side diaphragm and a top side diaphragm.
Bottom side test fine with no leaks.

Top side diaphragm test will not hold a vacuum. I can hear the valve moving and make contact inside. (but I wouldn't think it could maintain a good seal if that were a normal function)
Normally I'd say "It's bad", but sense it's going to cost $361.00 (plus Tax) and I'm not subject to just throw money at it hoping for the best.
It would be Greatly Appreciated if someone could verify.
