4th Generation 1998 Toyota Camry : Check Engine Light : P0401

Have a 1998 Toyota Camry
2.2 L 4 Cylinder, automatic, 184,xxx miles
Yesterday CEL came on.
Took it to a friend and the code mentioned on the reader was
P0401 and P0133.
Have checked the forums and all of then talk about the EGR system.
The light is gone now...had my friend reset it?
Have driven about 5 miles after that and the light has not come on back.
I have gone through the forums and lot of people have commented about testing the system first.
Does any one have a diagrammatic resprersentation on how to do the testing and a diagrammatic representation of how to fix it?
Also when ever I start the car specifically in the morning the car starts at a very low rpm I frequently have to give it some gas so that it gets some power?
Are these 2 problems related?

What are the consequences of not fixing the P0401 CEL?
Will it hamper my engine?

I don't want to sell my Camry as I love it ...how much will it cost me to fix it myself, any approximations?

P0133 O2 Sensor Circuit Slow Response (Bank 1 Sensor 1)

replace the o2

P0401 Exhaust Gas Recirculation Flow Insufficient Detected

remove the egr and clean it, also you should see a vacuum regulator the top pops open and you can clean a filter, also look for cracked vacuum tubes

then work from there

Possibly, but not necessarily. It may be a separate issue. In addition to what chronoti suggested, I would also clean the throttle body and idle air control valve as a possible way to eliminate the cold start morning problem. Here's a good DIY on how to do it on your engine:
