AC evaporator leak

I have a leak under the dash that appears to be a clogged AC evaporator drain. What is the best way to clear this drain? Can it be done from under the car or do I need to get behind the dash? Where should I look for this drain? Thanks!

Peel back the carpet from the front pass. side near the tunnel. You'll see the tube, and be able to disconnect from evap box.
