96 camry airbag light won't reset

Ok, my light stays on.
I tried the TC/AB method and that clears it as long as I keep the ground on the TC connected at the end. As soon as I pull it off the light comes back on.
Before the light is cleared (temporarly) it'll blink twice then pause then twice more before the light goes out. As soon as I unconnect the ground from the TC the light comes back on solid.
I have taken both battery cables off, checked the fuse and that is about it.
I have not had the steering wheel off. I might have had the seat out running stereo equip. The light was covered up with a pic and I got a rejection sticker today because of it. Only reason i don't know how long this has been going on. Any ideas will be appreciated....Thanks.

When the light is cleared correctly, it will blink really fast. If you have not got to that point, you have to keep trying, it can be very frustrating to get the correct sequence.

Take it to a toyota dealer, if there is no fault all they will need to do is reset it. search for my old thread for this. its about 2 years old but i had the same issue.

I can clear the light but when it restarts it comes back on. So I do have something amiss. I would like to know how to get a code so i can look into it. Like if a front sensor is bad.
I have a scanner and when plugged in doesn't give me a code. Is there another way to get codes? Thanks
