96er idle too high?

Hi All,

I recently started to put everything slowly together to get my 3rd gen back into form. We're working on the windscreen wiper issue, still no resolution so far. Other thing is the idle, it may be connected with the ECT sensor. At about 25C outside temperature, cold start raises idle to about 1500 rpm, when I start it up. Slowly it goes down to 800, at it warms up.
Well, I don't know if it's too high or not, but it does almost exactly the same from 15C to 30C outside temperatures. I've had the car for 2 weeks only, so I havent tried it in colder weather. Last owner didn't give a sh@t about these, as it turned out from other little things about the car so far.
CEL light don't come up, but the ECT sensor is out of it's sensitivity range isn't it? Gas consumption is about 10L/100km, or 24 mpg. Moderated, not heavy city driving, easy on the pedal with 25-35C outside temp.
Otherwise engine noise is quite high too, since I think some gaskets should have gone, just at the beginning of the exhaust system. So this 1500rpm, when cold, sounds like some truck. Oil levels are normal.
Any ideas?

Just browsing through it. you can pick up some important details .... replace old vacuum hoses, clean internal EGR valve filter, check idle air control valve....
The wiring diagram would be another plus.
