You can lead a Solara to the fuel pump, but you can't make it drink.

I've got a 2000 Solara V6 SLE that just won't accept fuel. you can put about 1/4 of a gallon before it trips the pump handle. I've been researching causes for this and I am pretty certain that it is a VSV
gone bad. Can I just change out the solenoid or do I have to change the charcol canister too. Thanks for any and all input.

How's the fuel gauge reading? Is it reading accurately?

you can just change out the vsv, and yes, it can def be the vsv, which allows release of pressure from the tank or not

Gauge reads ok, do smell vapors

The gauge is reading right about where it should be for the miles driven.
Here's something else, I do smell gas vapors from time to time. Also the rubber boot inside the gas cap door is torn. Don't know if that would affect anything?

it could be the clogged vent tube.

check this out:

another common thing is flooded Overfill Check Valve (never top off after distributor stops tanking the gas!), it will do pretty much same once it goes bad, had this problem on a different car long time ago.
