I'm guessing that's the complete strut assembly... that would include springs, all rubber isolators, including upper mounts.
If your springs are OK (ride height is normal) and you're not hearing clunking, rattles, or squeaking, then you might get by with just replacing the struts. It's hard to know for sure what's really needed until it's all torn apart.
