93 Camry radiator fan always on

Is is normal for the radiator fan to run all the time? If I disconnect the fan switch (mine is connected on the thermostat cover), the fan runs full throttle. However, when the switch is connected and I start the car, the fan turn on and run in about half the speed and stay on all the time. It doesn't matter if the A/C is on/off. If it should be on all the time, what could be the problem?

If you have the V6(3VZ-FE), that is how the fan is designed to operate.

the fan is hydraulic and is driven by the power steering pump so it will always be running.

^^ Yep. When the engine is cold (or it's cold outside) the fan should spin slowly, slow enough where you can easily stop it with your hand. When it gets to around 80+ degrees Fahrenheit (26 Celsius) the fan will spin much faster, with the A/C on it may even start to "roar".
