cruise control does not set, DTC normal.

97 camry I4,
The cruise control did not work since I got the car 4 years ago.
when I turn on the cruise control, the indicator is on, but it cannot hold the speed when I set
I connected E1 and Tc. the cruise control indicator kept blinking. I think the code is normal.

The Stop lights seem working fine.
Could anybody give some suggestions to solve this problem?

initial assessment / inquiry

If you look at the cruise control wiring diagram( p. 217 of the Gen 4 wiring diagram), you will see that the stop light switch has a separate internal switch that turns something on and off within the cruise control actuator. ... Just from a statistical sense ... using the brake pedal many times, it sounds reasonable to think that something has caused the cruise control part that is within the stop light switch to jam, and not return to its normally closed position ...
This by itself could be enough to cause your malfunction.

It may be that you will have to remove the stop light switch to test it.
The stop light switch should be located somewhere under the dash in the vicinity of the brake pedal, and actually have some sort of linkage to the pedal ... It will have the following wires going to it:
red with a yellow stripe
green with a black stripe
green with a white stripe
solid white

If you can remove the stop light switch, you can test it using a multimeter. If it is working, the red/yellow wire terminal, #4 and the green/black wire terminal, #3, will change continuity as you physically activate the stop light switch.

another question is how to perform input signal check
when I connect E1 and Tc, turn the ignition swith on.
The cruise control indicator keeps blinking.
there is no solid light.
But the service manual (DI-874) mentioned that the light should be always on.

Gen 4 Diagnostic Section ... p. DI-871 states that 1/4 second blinking means normal operation ... system is ok.

Do you get repeated 1/4 sec. blinking, or is it some number code, like 11 or 22?

yes, I got the repeated blinking.
I eventually took the stop light switch out and opened it.
After cleaning the terminals inside, the cruise control is working beautifully.
