If you look at the cruise control wiring diagram( p. 217 of the Gen 4 wiring diagram), you will see that the stop light switch has a separate internal switch that turns something on and off within the cruise control actuator. ... Just from a statistical sense ... using the brake pedal many times, it sounds reasonable to think that something has caused the cruise control part that is within the stop light switch to jam, and not return to its normally closed position ...
This by itself could be enough to cause your malfunction.
It may be that you will have to remove the stop light switch to test it.
The stop light switch should be located somewhere under the dash in the vicinity of the brake pedal, and actually have some sort of linkage to the pedal ... It will have the following wires going to it:
red with a yellow stripe
green with a black stripe
green with a white stripe
solid white
If you can remove the stop light switch, you can test it using a multimeter. If it is working, the red/yellow wire terminal, #4 and the green/black wire terminal, #3, will change continuity as you physically activate the stop light switch.
