i'm not mechanic but I believe you take off rear drum and adjust from there. handbrake is possibly fine adjustment.

if its drum brakes in the rear it should be an easy fix where as you have disc brake in the rear then its more of a pain sometimes... i maybe wrong but sometimes there is a hole of the drum or rotor so you can do your adjustments without taking anything apart

Yank e brake 20-30 times. If your adjusters drum brake components arent seized it'll work.

hand brake

it has rear disk foot brakes.

the hand brake is a separate drum brake.

the hand brake lever comes up too far when you pull up on it.

i am reluctant to pull it up forcibly because i think the mechanism might go off the end of the track.

back in the day i had a vw that was similar and was a rubber boot that pulled off for easy access.

i can see the cable, nut and locknut, but can't get wrench or vise grips down in that space.

it looks like i could cut access holes in the console.

if anyone has the electronic copy of factory service manual, please post any information from it.

any other ideas ?

Pull the parking brake lever all the way up, and count the number
of clicks.
Parking brake lever travel at 196 N (20 kgf, 44.1 lbf):
5 – 8 clicks
If incorrect, adjust the parking brake.

Remove rear wheels.

1. ADJUST PARKING BRAKE SHOE CLEARANCE
(a) Temporarily install the hub nuts.
(b) Remove the hole plug.
(c) Turn the adjuster and expand the shoes until the disc
locks.
(d) Return the adjuster 8 notches.
(e) Install the hole plug.

If this doesn't get the parking brake bake within specs.,

Then adjust cable tension.

(a) Remove the console box.
(b) Loosen the lock nut and adjust the adjusting nut until the
lever travel is correct.
(c) Tighten the lock nut.
Torque: 5.4 N·m (55 kgf·cm, 48 in.·lbf)
(d) Install the console box.
