01 V6 camry Odometer stuck

I got a 2001 toyota Camry LE V6 about 9 months ago. In that time ive had the transmition cable snap and had to replace the charcol canister. Ive been watching the odometer and it seemed as though it just wont move. I notice itll get up 226,929 then jump back to 226,920. My mom is worried about its legality and its ability to pass inspection. The check engine light has been on but the shop i take it to said it was just a switch from replacing the charcol canister. Any ideas what could be wrong with it? Also any ideas to get a little more power for cheap? Thank you for the help.

The speedo is driven off a cable from the differential. Sometimes the gear in the differential housing wears or the cable breaks.

It's also better to fix this because ECU gets the speed signal (IIRC 4 pulses per rotation of the cable) after it passes through the speedo.
