Question 95 Camry 1S-FE is too sluggish? Gets poor gas mileage, too...

My recently acquired 95 Camry LE 2.2L seems really sluggish, and is getting poor gas mileage, even with the AC off. It had been neglected for some 50K miles before I bought it, so I've given it a tune-up (cap/rotor/PCV valve/plugs/wires), run some Sea-Foam through the vacuum hose to clean out any gunk, changed the air filter, and fixed some mechanicals (new radiator and front engine mount). It passed emissions with flying colors. It runs smooth at speed, but the tachometer seems to fluctuate up and down slightly at lower RPMs and at stops, and it feels overly unresponsive at times when accelerating. I'd chalk it up to being a 4-banger if not for the poor gas mileage. What should I check for/look into?

you could try cleaning the throttle body and ICV? i think its right there when you clean the throttle body its the little hole. you may also want to check your tires are properly inflated and still have plenty of thread.
also clean or replace your o2 sensor, thats all i could think of since you pretty much did everything already :p

I should have mentioned we put new tires on....

To clean the throttle body and ICV (is that the same as the idle air control valve?), do I need to remove either part, or can I just access the throttle body opening directly? I read somewhere that I can pour a little Sea Foam down that "little hole"... Should that be done?

yea sorry it is the same thing, well it says you could just poor some throttle body cleaner, id rather use that, im not too sure of seafoam,
you just remove the intake box then the piping, and just get a toothbrush a screw driver some tb cleaner and a rag. the tooth brush and rag to clean up and wipe up.
the screw driver to wedge to open the throttle body while cleaning, its simple and easy and usually you will clean out alot, it will be like oil color and black, :P

9/20 update - The throttle body cleaner worked great, especially for the IAC valve (which was causing a "too low" idle when the AC was on). She's purring like a kitten now. Thanks yet again!
