whistling noise from right front varies with engine speed

i have a 1995 4cyl camry and we bought it with a blown motor 6 months ago. My dad is a mechanic and we bought a used motor with 100k and put all new belts, new oil pump, and new water pump on. Ever sincea about 3 days after we got it running i noticed a whistling noise coming from the right front of the car and it varies with engine speed, doesnt matter if you are moving or not. I am sure it has something to do with the belts but i just want to know if it is normal or not. We have a 1996 camry and it doesnt make the noise. All the belts are brand new and appear to still be tight. Also about once a month when i go to start my car it just makes a loud screeching noise, then you let off the igniton, and try it again and it will be fine. It has only happened once or twice i just wondered if it is part of the same problem.

i just went out there and it is coming from the ac compressor, or at least that area, its not the alternator and the belts are still tight. When we got the car the other motor threw a rod and the rod smacked the ac compressor causing it to lock up. So we bought a used one for $25 and it has worked great but it seems like that is where the sound is coming from. Is this normal? My dad has a 2000 chevy silverado with the 5.3 and it makes almost the same whistling noise, and so does every other 5.3 ive been around.

Worked on a similar whistle problem and it was coming from a broken PCV grommet. Look for cracked or loose vacuum lines. Here's a cracked hose.
