1999 Camry won't start

I need some help please. The car is a 99 (V6) Camry with 130K on the clock.

While driving yesterday the car started to fill up with smoke so I pulled off and shut it down. I could hear the starter running so I removed the positive battery cable and let it cool off. Hooked everything back up but no love so I had it towed home.

Replaced the starter even though it tested good Autozone
Car wouldn't start. No clicks but dash lights came on.
Replaced the solenoid under the hood and two blown fuses in the dash.
Car started ONCE. I shut it off and then tried starting again but get nothing.
I think that the dash fuses were blown at that point so I replaced them again.
No clicks or any starter noise.

I am a pinhead with a multimeter so I haven't done any testing. What should I try next? Grounds? Replace battery cable to the starter?

Thanks

Have you check the starter relay in the engine compartment? And how is the battery? Also, what caused the smoke?

The battery showed 12.x volts when I put the charger on it
I replaced the relay. Not sure about the smoke. I assumed that it was the starter but I'm not sure.

If the starter solenoid and starter checked out then you probably have a bad ignition switch.

I put a test light on the neg battery terminal and then each of the four connections of the relay one at a time

1) Key out - Only the one connection has power.
2) Key in start position - Only one connection has power.

Ignore the dots please. They are just there for spacing.

......0 –––––– This one is hot all of the time.
X..........X

......X

Should the one of the other connections be hot when turning the key to the start position?
