4th Generation 98 Camry 2.2 Radiator Fans always on

Hi,
New to forum...never had any head scratching problems with them in past. My 98 Camry's radiator fans are always on when the ignition is on. I checked the sensor in the radiator (bottom of radiator towards pass side) by closing the circuit, but nothing happened/changed. I swapped the relays around a bit, but other than one or both fans stopping it didn't draw any conclusion. The relays are a little different than what I'm used to.

What is the sure-fire way of diagnosing/fixing the radiator fans always being on?

check the Engine Coolant Temperature switch sitting in bottom of radiator (passenger side I think), if it is unplugged then the fans will run at all times.

check if the wiring harness connector running to that switch is still plugged in to car's harness (connector on driver side fan shroud), finally also check the FAN relays in the main fuse/relay box under hood.

if car's history is unknown then make sure there is no extra hotwires running anywhere and forcing the rad fans to stay on (I actually bought my V6 with a harness hacked like that).
