4th Generation Please Help. 99 Camry Headlight problem

Hi, my 99 Camry (SXV20) has a problem in the headlight. Both the left/right high beam went off at the same time. After a week, the headlight went off too.

Now the case is
1) When switch to OFF, no light goes on. (good)
2) When switch to TAIL, tail light goes on. (good)
3) When switch to HEAD, it only has tail light on. (problem)

4) When I push down the handle, it still has tail light. (problem)
5) When I pull up the handle (flashing), all the lights work fine. (good)

I have checked the headlight fuses (2 x 20A), the headlight relay and the combination switch. They are alright.

But I found the dimmer relay was melted (the plastic near the pins), so I replaced it with a good one. But it only solved the flashing problem. (I found that pin2 and pin4 of the Relay Socket were connected. is it normal?)

Does anyone know what cause that? or anything I should check(how)?

In addition,
If I use a wire to connect Pin1 and Pin2 of the headlight relay socket manually, the Headlight goes on ( even the head light switch is OFF ). Also, the High Beam goes on if I push down the handle.
