Stumped on Starter - 92 4-Cyl

Friends - My 92 4-cylinder Camry fails to turn over about 5% of the time. No click. No noise. Battery is fine. Starter recently replaced. This last time it pulled this on me, I put the car in neutral and wheeled it a few feet and it fired right up. When I shared this information with an old mechanic friend, he suggested the "neutral switch" was the culprit.

Does anyone have an opinion on this switch idea or something else at fault? Thank you...Greg

Most of the time if the starter is good, the neutral safety switch is culprit.
