4th Generation Key wont turn

I have a 99 Solara SLE V6 and sometimes after turning off the ignition the steering wouldn't lock and the next time trying to start, the key will not turn, not even to ACC position, until I fiddle with getting the wheel to lock and then the key will turn, sometimes 20mins. of messing with it- Any Suggestions on what's worn out?

Try spraying the inside of the lock with WD 40. The pins insude the lock get stuck over time. It happened on my Sienna and the that fixed the problem

I already have tried both keys and they both will do the same thing, I'll try the WD40 and see how that works- Thanks
