the heater core is behind the dash console, you will have to strip LOTS of things to get to it. from description it sounds like the coolant is leaking to cabin from the Heater Core, it might be a leaky hose or it might be a cracked heater core (get a replacement one from the junk yard or ebay, new ones are terribly expensive).

I've got a 99 Camry 5sfe that is losing coolant, but I don't see it leaking anywhere.
I suspect it has something to do with the heat exchanger, as the heater is not as hot as it used to be, and I smell anti freeze in the car.
I looked at the heater hoses that go from the engine to the firewall, and don't see any leaks.
Should I check the heat exchanger?

Most likely the leak is in the heat exchanger. Looks like the heat exchanger should be located under the dash. You'll have to remove the lower instrument panels to gain access to it. You'll have to remove the heater hoses before you remove the heat exchanger.
What other tests have you performed? You could join the two hoses together and see if you still smell coolant in the car after the engine gits to operating temp. Have you been noticing any sort of coolant loss? When was the last time you flushed yer system? What kind of coolant have you been putting in there?

The picture above shows a brass/copper heater core. It's a reason why the new Toyota Pink (SLLC) coolant mean for Gen5+ all aluminum systems shouldn't be used here.
Yes, get a new heater core. Radiator shops used to solder them, but don't do it, get a new one and change coolant every 2 years with Toyota Red and 50% distilled water or the pre-mixed Valvoline Asian formula from NAPA.
