Your window regulator has most likely failed. IIRC on Gen 4 Camrys it is 2 cables and one has probably snapped. Or if its an arm type one of the arms has broken.

Regardless you need a window regulator assembly. I would recommend buying a motor and regulator assembly and keeping your motor as a spare in case.
