Exclamation Steam from overflow but not overheating

After driving my 1998 Camry for short distances, I notice steam coming from the overflow. One of the fans isn't running (the one closest to the overflow). The thermostat and radiator were replaced within the last year. The Engine is not overheating. I have not detected any leaks. Any ideas as to how I might repair this?

The fan that isn't running is the AC fan so only runs if the AC compressor is also running.

The steam might be caused by an improper mixture of antifreeze -- too much water. Get an antifreeze tester and check the mixture.

We flushed the radiator fluid and replaced it with new 50/50 mix. The same thing is still happening. It isn't due to having too much water. Any other ideas?

Try a new genuine Toyota radiator cap and go from there.

The radiator and it's cap are less than a year old. Both are genuine Toyota parts.

Well... if you are getting steam past a functioning cap, you are indeed either getting too hot or possibly have a failed headgasket that is allowing compression into the cooling system.

It is a possibility that the cap has failed. I would try a new one.
