Japan oil or water pump making whining/whisting noise

so about 10 months ago we bought my 1995 camry with a blown motor, we bought a used motor with 100k and put a new oil pump, water pump, and timing belt in. Ever since then my car makes a whining or whistling noise that varies with rpm, and does it when you are driving and when you are at idle. At first i thought it was the ac compressor but i took the belt off and the noise was still there. I have put about 10,000 miles on the car with the new motor and have had no problems at all. But the noise is just kind of annoying and i would like to know why it does that. My dads 96 camry 4cyl doesnt make the noise i i would assume something isnt right. My car is a 4cyl too btw. Has anyone ever experienced the noise? I can take a video of it if necessary.

Mine started doing exactly the same thing after timing belt change. Its the water pump to the best of my knowledge. I used a Gates pump (Napa TruFlow). Ive heard other camrys with the same whine.

Ive got about 25k on the pump and no signs of any failure and the noise has not increased or decreased since day 1.

i cant remember the brand but it most likley is a napa...and same here with it not getting any worse, so i probably wont worry about it, its just weird that my dads doesnt make the noise but mine does. I have contential belts and he has napa belts but that should be the only difference

Ive looked into the belt being to tight. When I first put on the belt it was super tight. About 15k miles later I had to tear into it and replace all the oil seals and I re used the old belt. The tension felt pretty good, a bit looser then when I first did it but thats to be expected.

I checked all the bearings and waterpump etc. Everything checked out.

now that i have fixed a few other problems more important than this one i want look into this more.

So i have removed the serpentine belt, and the problem is still there. What it sounds like is a transmission with straight cut gears but obviously not as loud.
