it works on my wife's 5s-fe which has a dealer installed alarm (RS3000 Fujitsu-Ten exactly same as yours) and no engine immobilizer nor transponder chipped keys.
tell you what. if turning the key in ignition to ON and OFF (twice, 2 cycles) doesn't stop it, then simply pop the hood and unhook the negative battery terminal for 2 minutes. it will reset the radio and clock, but should also throw the alarm into disarmed condition.
since you don't have the remote to arm it then it will allow you to drive it until you get a replacement key fobs, get 2 of them to avoid such unpleasant problem in future.
used remote should not be more than $35 each on ebay, that's what I paid for 2 sets of (different) remotes for both Toyota cars. all of them look like new.
programming of new remotes into RS3000 brain requires to physically press a magical green button on the alarm unit. it's very easy once you have direct access to it. camry should have the alarm ECU behind the dash console, not sure where exactly, never had a camry per se.
