Error code P1135

I recently replaced my upstream O2 sensor and once intsalled it imediately threw error code P1135 (a/f heater circuit malfunction). I thought this could possibly be linked to a fuse so I checked the fuse boxes. In one box the diagram shows a A/F HTR relay but there is no relay in the spot that should be and the other box shows A/F HTR fuse but again there is no fuse in that spot. Not sure why nothing is there but should I be putting in a fuse and relay? If not is there another reason why a brand new O2 sensor would be throwing that code? It is a Denso sensor which is the same as the original one that came off, so I would assume it should be compatable.
