P0505 HELP! Yes I Searched, and read and cleaned then replaced IAC

1999 Camry 4cyl-206,000 miles
Had 2 codes P0401 and P0505 fixed 401 with New VSV
Still had 505- had no symtoms of 505. No rough idle, no stalling.
Removed and cleaned iac and TB with deep creep, put back in and started getting odd idle revs in nuetral, to 2000-2600 rpms then jumps up and down 1800 to 2500. replaced IAC with a brand new one, still have code. checked vac lines and intake hose over and over. I read a couple other threads with same type issue but they didnt ever come to a resolution. whats the next step, trying to avoid another $200 gamble like i did with the IAC (and lost the gamble)

P0505 - Idle Control System Malfunction
Trouble area:
-Open or short in IAC valve circuit
-IAC valve is stuck or closed
-Open or short in A/C switch circuit
-Air induction system
-ECM

check the wiring for IAC and AC switch. if all is good then the ECU may be bad.
