1)The rear light failure indicator on dash comes on and stays on(when i step on the brakes) despite checking and confirming all lights are working.
Sometimes the bulb contacts or sockets get corroded, and the resistance goes up enough to trip the indicator even though the bulbs are still working. Check for that.

To read the ABS error code(s), along with installing a jumper across Tc & E1, the jumper installed in the lower right of the diag port needs to be removed; it's a tan-colored plastic part if I remember correctly. Did you do that?

Thanks for everything.I'll check for corrosion tomorrow but i didn't find any jumper on the lower side of the diagnostic port though.
Ah!... just looked into it more... your car may or may not have the jumper I mentioned, depending on which ABS system it has. Check out this thread. Scroll down to Qslim's post with a coupla pics showing the diag port.

Yep, code 38. There can be more than one, but I watched it long enough to see, and there was just 38. DTC 38 = Open in rear right wheel speed sensor circuit or defective sensor.
I'm not positive, but I *think* my Camry's cruise control wouldn't work when the ABS system had a fault.
