I don't believe your information is quite correct.
I believe all 4th Gen Camry's have the exact same clock you have.
I believe any 4th Gen Camry that has the auto climate control has, with it, the exterior temperature sensor. Such Camry's can display the exterior temperature on the auto climate control display. See the auto climate control below from a 2000 Camry. The button on the left allows the user to change the interior control temperature, or to view the exterior temperature. It is in this unit that the exterior temperature display is, not in the clock, for 4th Gen Camry's (such as yours). The 5th Gen Camry's (2002 on up) have temperature display capability within the clock module, but again, only for those that have automatic climate control systems.
