'93 V6 surges when cold/leather seats?

My '93 Camry V6 surges while driving when it is cold, it also does not have a lot of power. Is this typical or can it be fixed?

Where can I get replacement leather seats for this Camry? I just need the seat bottoms really. Tan color.

You can get the seats at a junkyard. Look for either a '93-'96 Camry leather seat, or '93-'96 ES 300.

The engine should not surge when it's cold, and isn't short on power except in the higher rpm range. (It pulls timing and refuses to rev when cold)

Check the intake intake leaks if it's actually surging.
