95 Camry 4 cylinder cold start problem

95 Camry 4 cylinder has a cold start problem. On any cold start, it does not "fast idle". No matter what the temperature. On really cold days, like 0 F. It is very hard to start.

Has new plugs and wires, the coolant and air temp sensors test out fine.

Ther is a good chance that it is the Air intake valve (AIC). A solenoid that allows air to bypass the mainfold when you start the car. It gest dirty with carbon deposits. an easy test is to spray 3 secs of throthle body cleaner into the p port and start the car. The cleanner will get to the oppening of the AIC in the TB and lubricate/clean the valve. It will choke a bit but will start. repeat the procedure 4-5 times. There is a lot of info in this forum about this classy problem with high mileage camrys. good luck.

IAC (idle air control) sensor and/or ECT (engine coolant temp) sensor.
