where is it located? I just got back from the muffler shop, i beleive they cut off my catalyic converter because the engine lights is on and my car is burning gas real bad to say it is a 4cyl. The guy at the shop opened my hood and pointed what i beleive to be the shield plate for my headers and said that was my catalyic converter. I thought these were located under the car...

your cat is under the car...just before the long centerpipe and 1st muffler....your mech is an idiot
if he did cut the cat off you can go back with cops and he would have to fix it for free and he would get fined. kinda illegal to have the car without the cat on it.

^ and leaving it that way!
This is a federal law, not a state law or city ordinance. I believe the minimum fine is $10,000. I can't think of any place that would do this today.
He more likely cut off the heat shield over the exhaust manifold. Was there a rattle? He could have cut the wire to the O2 sensor accidently in the process or disconnected it during the repair and forgot to reconnect it when he was done. This would account for both the check engine light being on and the poor fuel economy. What work was done at this muffler shop? Can you find the front O2 sensor and check for yourself?
you MIGHT have a pre cat, so that means if he was pointing in the engine bay, under that heatshield and just a tiny bit further down theres a cat.

from what i remember the gen 3's only have one cat except for the california models. those have one right after the exhaust manifold, so that's probably what that picture is of. so unless your car came to n'orleans all the way from cali, your mechanic is probably wrong.
