Yup. I mean, even a few years ago, the packages that Toyota offered were okay.
e.g. 98 Corolla.
VE - wheel covers, bodyside mouldings, manual remote control mirrors, tilt steering wheel
CE - A/C, variable intermittent wipers, cruise
LE - A/C, full size spare, ABS
Not bad, those are packages that people who choose them will actually want. Also, A/C was a stand-alone option (albeit expensive without the package).
Now, it's like:
03 Corolla CE - power door locks, A/C, keyless entry, dus/pollen filter
Pkg "C" - everything above + power windows and cruise
S - power windows, cruise, power moonroof.... ok now.. seriously, you're making people who just want an S with power windows buy a package that has a moonroof and cruise control that they may not need. It took them 3 years before they made power windows standard on the S model.
So basically, it'll be nice if they were more flexible as vasia said but not so that there'll be so many stand-alone options that the price of the vehicle will rise.
That goes for the Prius too. We get 3 packages (2 in 04 since we couldn't get the nav), US gets 9 in 2004, 6 in 2005 and 8 packages in 2006. Why do they get so many package choices and we don't?
