I think it is a resonator to smooth out incoming air. My V6 has such an arrangement like that but it is very different in appearance. Maybe another member will have a better answer.
I thought the resonator is the hip flask - like structure to the left of that handle.
A month ago I tested the handle by moving it all the way to the left, and I got lower mpg, like 2-3 miles lower. Maybe it is valve that can be manually adjusted to control air flow?
It's purpose is to dampen some resonant noises in the intake that could be heard in the cabin and may have been unwanted by engineers. You could remove it and plug it with a rubber plug of the correct diameter to no ill effect other than possibly the engine sounding a little more like an engine when you step on the accelerator.
No WAY we want our engines to sound like an engine!! Lol . I miss those 4 barrel carb days. Not the mileage mind you, but the engine "balls" sound. My 400 Ford LTD.... sighhhh. When those secondaries opened up, you knew it. One day, 69 Camero Fastback. A guy can dream.
